Responsible for planning and directing financial accounting, budgeting, procurement, cash management and other fiscal operations and functions. This includes directing staff activities in maintaining, analyzing, and reporting financial accounting data, developing appropriate accounting systems, establishing necessary financial controls, approving various expenditures and obligations, developing budget work programs, and similar functions.
Position based in Stillwater, OK. Occasional travel statewide.
EDUCATION AND EXPERIENCE: REQUIRED:
§ Bachelor’s degree in accounting, business, public administration, or a closely related field.
§ Five years of experience in professional accounting or auditing or closely related work.
§ Two years in a supervisory or administrative capacity; or an equivalent combination of education and experience, substituting one additional year of professional accounting or auditing experience for each year of the required education.
PREFERRED:
· Knowledge of CareerTech System.
· Knowledge of governmental accounting.
· Knowledge of state statutes, school law and ethics rules preferred.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
§ Plans, directs, and coordinates fiscal operations and financial accounting functions or assists in the planning and direction of such functions.
§ Develops accounting systems and procedures for recording revenues and expenditures; directs the maintenance of accounting records concerning appropriations or other revenues, payroll expenses, supply and equipment purchases, travel expenses, contracting costs, and other financial transactions.
§ Conducts agency budget activities including the development of the annual budget and subsequent budget revisions.
§ Directs the review and preparation of budget work programs.
§ Prepares monthly, quarterly, and annual state and federal financial reports.
§ Reviews and approves obligations and expenditures.
§ Establishes necessary fiscal controls to ensure appropriate accountability for revenues and expenditures and adherence to state and federal laws.
Salary/Benefits: $66,375.50 - $90,000.00 commensurate with education or experience. Total salary and benefits package valued at $81,197.41 - $106,600.10.
