Assists with the Procurement function of the Agency by procuring products and services under $25,000.00, issuing state contract releases and inter-agency orders in accordance with State and Federal requirements. Serves as primary Skills Center Buyer. Provides support services to the Financial Services Division.

EDUCATION AND EXPERIENCE:
REQUIRED:
· High school diploma or equivalency
· Two years’ experience in business related purchasing
· State of Oklahoma (CPO) certification required or must be obtained within 6 months of employment
· Experience in MS Office or comparable software
PREFERRED:
· Experience in public purchasing
· Experience with PeopleSoft financial software
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Provide leadership and guidance for Skills Centers small dollar (under $25,000.00) and exempt purchasing by advising on procurement and procurement card processes. Provide a service to customers and co-workers by identifying and solving procurement problems as they occur.
2. Review requisitions and change requests for validity and completeness and to determine best purchase/change order method and priority. Monitor pre-encumbrance report to identify pending requisitions.
3. Obtain quotes, negotiate with vendors and create Purchase Orders in the State’s Accounting System and make P-card purchases when appropriate. Manage the corresponding p-card responsibilities. Assist Sr. Buyer with bid processes as needed.
4. Maintain up to date Certificate of Insurance Files
5. Serve as Back-up P-card Administrator
6. Maintain CPO certification, knowledge about Central Purchasing Act, Central Purchasing Rules, State P-card rules, Agency Purchasing and P-card Procedures, Construction and Properties Procedures, Statewide Accounting Manual and Statewide Contracts.
7. Create vouchers for travel payments in the State’s Accounting System. Serve as backup for all other voucher needs.
8. Assist with Asset Management process by reviewing vouchers to identify new assets. Assist with data entry required for transfers, additions, and changes to the State’s Financial Accounting System and with the yearly audit of assets.
9. Coordinate end of year audit of CIMC products and Print Shop inventory.
Salary/Benefits: $39,628.81 - $44,673.13 commensurate with education or experience.
