STAFF ACCOUNTANT Financial Services
Provide accounting support to the Agency in the areas of revenue recognition; federal funding requests; and preparation of various reconciliations and reports for submission to state offices and federal agencies.
Position officed on-site at CareerTech in Stillwater, OK. Hiring is contingent upon successful completion of background check.
EDUCATION AND EXPERIENCE:
REQUIRED:
= Three years’ accounting experience
= Expertise in Microsoft Word and Excel
PREFERRED:
= Bachelor’s degree in accounting or related field
= Experience in states accounting system
ESSENTIAL DUTIES AND RESPONSIBILITIES:
§ Manage agency deposit book accurately reflecting all revenues received by the agency ensuring appropriate General Ledger coding.
§ Perform three-way reconciliation between the deposit books state's accounting system, and Oklahoma State Treasurer's Activity Statement to calculate transfer from clearing account to fund. Appropriate general ledger coding must be maintained.
§ Calculating federal program draws down from the US. Department of Education (USDOE) G-5 system ensuring funds are received within the required 3-day period to avoid interest; prepare and enter the state’s accounting system the depository ensuring appropriate general ledger coding; prepare notification of the corresponding accounts receivable deposit; reconcile G-5 federal award balances with federal grants balance.
§ Manage the agency’s Authority Order for all funds to ensure appropriate coding and funding exists to process school payments and other expenditures.
§ Reconcile sales tax transactions between systems, prepare monthly sales tax report, and submit along with payment to the Oklahoma Tax Commission.
§ Review and prepare refunds from agency clearing account as needed.
§ Continually review Oklahoma State Treasurer Office unclaimed deposits to ensure all agency revenue is claimed and appropriately reported on agency's General Ledger.
§ Troubleshoot EFT notification and payment issues and work with Oklahoma
Management and Enterprise Services if a treasury offset exists in a draw.
§ Prepare and process stop payment documentation for lost or stolen warrants and canceled documentation and issue replacement warrants.
§ Collaborate with Federal Programs divisions to capture first-tier sub award information including UEI, ZP+4, and executive compensation data and report this information in the Federal Funding Accountability and Transparency Act (FFATA) sub award reporting system.
§ Provide back-up for other Financial Services functions to ensure internal controls and to maintain business continuity.
SALARY/BENEFITS: $45,940.86 - $52,044.49 commensurate with education or experience.

MANAGEMENT RESPONSIBILITY: None
COMMUNICATION SKILLS: Ability to read, analyze and interpret professional journals, financial reports, and legal documents, as necessary. Ability to write reports, business correspondence and procedural manuals. Ability to effectively present information and respond to questions from groups of supervisors, customers, and the public. Ability to communicate technical concepts and thoughts to management. MATHEMATICAL SKILLS: Ability to apply moderately complex mathematical equations as applicable. (For example: calculating discounts, interest, commissions, proportions, percentages, and volume, and applying concepts of basic algebra and geometry.)
REASONING SKILLS: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and deal with abstract and concrete variables. Ability to analyze and interpret instructions, rules, and policies. High level of attention to detail.
SPECIAL SKILLS AND ABILITIES: Expertise in Microsoft Word and Excel. 10-key proficiency.
PHYSICAL DEMANDS: Ability to lift to 25 pounds with or without reasonable accommodation.
