Human Resources Division
Provide information and services for Human Resources functions relating to recruitment, all aspects of the hiring process, employment law compliance reports and meeting diversity staffing goals. Support payroll, benefits, and time/leave processes by serving as back-up.
EDUCATION AND EXPERIENCE: REQUIRED:
§ High school diploma or equivalency
§ Five years of human resource-related experience
PREFERRED:
§ Knowledge of state agency Human Resource functions
ESSENTIAL DUTIES AND RESPONSIBILITIES:
= Initiate requests with the Salary Administration Committee and/or Senior Leadership for the agency employment approval process.
= Support recruiting efforts by preparing and posting job announcements, to recruit a qualified applicant pool.
= Ensure the integrity of the interview process by tracking applicants, preparing interview guides, and assisting hiring managers.
= Manage new hire process in Workday.
= Manage Employee Onboarding and Employee Offboarding according to OMES guidelines.
= Manage Targeted Selection process.
= Manage phone process through OMES SNOW system.
= Submit network, email access, all employee access issues through OMES SNOW system.
= Manage Disposition Schedule document retention process.
= Assist with job description development to describe positions and duties performed by employees; determine appropriate FLSA classifications for individual positions.
= Prepare, process, review and notify appropriate staff of employee personnel transactions; ensure compliance with applicable laws and rules concerning appointments, promotions, demotions, transfers, separations, and other actions.
= Complete classification reports and job description audits.
= Request job code / job title approval from Cabinet Secretary when appropriate.
= Complete Veterans 4212 Report and semi-annual personnel recommendations report.
= Coordinate posts to Career Opportunities page with Karen Hart or other webtechs.
= Provide technical assistance, training and manage the Performance Review process in Workday including staff training.
= Communicate Mandatory Supervisory Training Requirements process.
= Verify and mail withholdings payment to vendor.
SALARY/BENEFITS: $45,940.86 - $52,044.49 commensurate with education or experience.
= The state provides a benefit allowance to help you pay for insurance premiums which include health, dental, life and disability insurance.
= The amount of your allowance, $9000-$20000, is determined based upon the dependents you choose to include in health coverage.
= State paid teacher’s retirement pension and flexible benefits plan.

Total salary and benefits package valued at $60,028.91 - $66,591.96.
MANAGEMENT RESPONSIBILITY: None
COMMUNICATION SKILLS: Ability to read and interpret documents such as operating instructions and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of employees. Ability to communicate ideas and concepts to other employees.
MATHEMATICAL SKILLS: Ability to calculate simple mathematical equations as applicable. (For example: add, subtract, multiply and divide)
REASONING SKILLS: Ability to apply common sense understanding to carry out instructions furnished in written or oral form. Ability to deal with problems involving several concrete variables in standardized situations.
OTHER JOB-RELATED KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of human resources management policies and procedures; records maintenance and business communications. Ability to establish and maintain effective working relationships with others and to understand and apply applicable rules, laws, and policies. Strong skills in Microsoft Office or comparable software and strong skills in language and grammar. Must be customer oriented, skilled in planning and organizing and capable of working on multiple projects. Discretion and good judgment in working with sensitive/confidential items.
CERTIFICATION PREFERRED: Certified Personnel Professional (CPP) designation. Valid driver’s license required.
PHYSICAL DEMANDS: Ability to lift to 25 pounds with or without reasonable accommodation.
WORK ENVIRONMENT: Position officed on-site at CareerTech in Stillwater, OK. Normal office environment. Hiring contingent upon successful completion of background check.
